Recommendations are deduplicated by a workspace-scoped SHA-256 hash of the underlying pattern. Per ADR-085 a dismissal suppresses similar patterns for 30 days; an acceptance for 60 days; an undecided re-fire of the same pattern is suppressed for 7 days. No raw session data is used to score recommendations. Per ADR-022.
